In 2021 when I turned 65, the Social Security Administration told me they would start to deduct the cost of my Obamacare coverage from my Social Security. They told me to apply to State of Missouri for Medicaid coverage.

Which I did and I was happily covered for retro to July and thru the balance of 2021. 2022, 2023 and until June of 2024. In May/June of 2024 I was told that State of Missouri had canceled my Obamacare coverage. As a percentage of the Federal Poverty limit my FIXED cost-of-living-adjusted (C.O.L.A.) Social Security had not changed.

I had already made the State of Missouri aware of this in March 2024. I appealed, in writing, through the administrative court/judge, had been denied and appealed in accordance with §208.100, RSMo. I requested a jury trial before a State of Missouri Constitutional Court.

Where some states have leeway under National Federation of Independent Business v. Sebelius, 567 U.S. 519 (2012), State of Missouri not so much.

My issue from day one has been based on my cost-of-living-adjusted (C.O.L.A.) Social Security and the State of Missouri Constitutional Amendment 2 “Medicaid Expansion Initiative” (August 4, 2020) as reviewed by the State of Missouri Supreme Court and acknowledged by the Governor: .

Do you want to amend the Missouri Constitution to:

adopt Medicaid Expansion for persons 19 to 64 years old with an income level at or below 133% of the federal poverty level, as set forth in the Affordable Care Act;
prohibit placing greater or additional burdens on eligibility or enrollment standards, methodologies or practices on persons covered under Medicaid Expansion than on any other population eligible for Medicaid; and
require state agencies to take all actions necessary to maximize federal financial participation in funding medical assistance under Medicaid Expansion?

State government entities are estimated to have one-time costs of approximately $6.4 million and an unknown annual net fiscal impact by 2026 ranging from increased costs of at least $200 million to savings of $1 billion. Local governments expect costs to decrease by an unknown amount.

The three clauses of the amendment are related but not dependent on each other. The first clause has nothing to do with me. I am covered by ”any other population eligible for Medicaid” and the requirement “to maximize federal financial participation in funding medical assistance under Medicaid Expansion.”

My cost of living adjusted (COLA) social security income in 2021 at the start of my Medicare/Medicare was 17,391.60/year, 138% of the FPL was $12,880 + 38% = $17,774.40. I was covered, reimbursable to the State of Missouri, for Medicaid coverage by final rule July 15, 2013, the 5% disregard.^{^[1]}

My cost of living adjusted (COLA) social security income in 2024 at the start of my appeal was $20,660.40 /year, 138% of the FPL was 15,060.00 + 38% = $20,782.80. I was covered, reimbursable to the State of Missouri for Medicaid coverage by final rule July 15, 2013, the 5% disregard.^{^[2]}

My cost of living adjusted (COLA) social security income in 2026 currently is $21,768 /year, 138% of the FPL was 15,960.00 + 38% = $ 22,024.8. I was covered, reimbursable to the State of Missouri, for Medicaid coverage by July 15, 2013, 5% disregard.^{^[3]}

I note that the issue, without the disregard^{^[4]}, forces me beneath the poverty level. For example, today 133% of the FPL is $1,768.90/month. I gross $1,814.00. But once healthcare is deducted ($200.90), I take home only $1,613.00 (=$1,814.00 - $200.90 ) and that is below the 133% of the FPL is $1,768.90/month.

The Obamacare/Affordable Care Act includes the 5% income disregard, final rule issued July 15, 2013.^{^[5]} Professional bureaucrats have to stay abreast of their responsibilities under the Rules of Interpretation.

They have now been giving me the run around for 27 months.

I am asking a for jury trial to address my redress of grievances under Article I, Section 9 of the Missouri Constitution and last clause of the First Amendment to the Constitution for the United States petition for redress of grievances and the protection of the law:

They provide a credit last month of + $2,126.30 and said going forward there would be no deducts for Obamacare. That still leaves $3,012.30 against the principal of $5,138.60 and does not even attempt redress of grievances.

While the federal government has facilitated the issue. The issue is the RESULT of State of Missouri’s actions! I want my jury trial for redress of 27months of hassle!!!!!

Dear People,

M.A.G.A. is a fascist movement with no representatively and NATIONALLY elected connection[1] to the United States. There is no President of America [2]. We have an election in November to elect the President of the United States. The UNION is what makes the United States great, not the fascism of a vocal anarchist inconsistent assertedly American[3] minority.

I am tired of living in a fascist Red State! We the People of Missouri need to expose the fascist gerrymandering of Missouri state government. I refuse to believe my neighbors know the potential of their influence. We are overwhelmed by a fascist self-serving federally subsidized[4] rural welfare state.

I am asking you as individual delegates, or better yet as part of the Missouri State Democratic Congressional committee to do a statistical study of the voting population per State Senator and per House seat.

State of Missouri supports 34 state senatorial seat (24 Republican, 10 Democrats) and 163 state house representatives (111 Republican, 51 Democrats). I want to see how many voters each seat represents.

I have done this with the 2020 federal census for the federal government i.e., Small "d" un-democratic "dark money" CORRUPT Senate.[5] In a small "d" undemocratic "dark money" senate without regard to party, 52 of the senators[6], from the 26 least populous states amount to a minimum 18% of the population. To hold a filibuster[7] and BLOCK EVERYTHING takes 42 senators from the 21 smallest states with a minimum 11% of the population. Now granted, the least populous states have never come together perfectly since the Civil War, but anything less than 51% of the population telling 49% of the population is not the representative government our constitution guarantees. .

Do not allow loud mouths to assert that urban area will dominate the rural areas. The biggest advancement of civilization has been and will always continue to be is urbanization, mass production and big farming over hunters, crafters and home gardening.

And then with that information in hand, I propose state-wide "ranked choice" non-party primary voting to eliminate the tiny rural all too easily swayed districts.
