I refuse to accept the contemptible medieval infamous assertion that the "King can do no wrong!"
Who in the world would ever postulate an executive unencumbered by our Constitution and the laws derived from it.
There is no POTENTIAL for a king under the Constitution for the United States!!!! NONE!!!!!!!!!!!!!!!
There is a case to be made that a Constitutional Article II executive can hire and fire at-will within the limitations of "The Pendleton Civil Service Reform Act of 1883" and its current progeny. And there may even be a case to be made that the Constitutional Article II executive had/has a power that was conceded by prior Constitutional REPRESENTATIVE Article I (congress) & II (executive) actions via statute law to an administrative law of an intransient posited non bipartisan Commission.
If a current Article II executive wants to get the power back? THEY HAVE TO ENGAGE their Article I congress to change the laws as derived by representative-democracy of a prior time.
There is NO CASE to be made for judge-made-law i.e., a minimum of 5 of 9 on a political non-representative, non-democratic appointed for life oligarchy does not make LAW!
