To what extent was the 1973 Office of Legal Counsel  (OLC) memorandum, as regards indicting a sitting president, DISCUSSED with Robert S. Mueller III:


1.     prior to Mueller's appointment
2.     at Mueller's appointment
3.     or subsequently to Mueller's appointment?

The Mueller Report DECLARES up front that Mueller did not feel he could indict the President regardless of evidence.
