Yes gerrymandering is the namesake of the Founding Father, former Massachusetts Governor Elbridge Gerry, later Vice President of the United States. Elbridge Gerry did not get gerrymandering included in the Constitution.
His proverbial gerrymandering was un-Constitutional at the founding in 1789. Gerrymandering was un-Constitutional after the 15th Amendment. Gerrymandering is un-Constitutional today in 2024. The VOTING RIGHTS ACT is clearly authorized by the Constitution for the United States:
"The United States shall guarantee to every State in this Union a Republican Form of Government, and shall protect each of them against Invasion; and on Application of the Legislature, or of the Executive (when the Legislature cannot be convened) against domestic Violence." Constitution for the United States Article I, II and IV, Section. 4.
The 13th, 14th and 15th Amendments are merely ADDED support to OPPOSE gerrymandering!
The Constitution for the United States, Article I and II clearly define how to make law.
